Configure button doesn't open settings for Legacy Analytics in Package Manager
How to reproduce:
1. Create a new project
2. Open Package Manager
3. Add Legacy Analytics service to your project
4. Select services "In Project", select Legacy Analytics and click Configure button
Expected result: Project settings are opened and Legacy Analytics tab is selected
Actual result: Project settings are opened but Legacy Analytics tab is not selected
Reproducible with: 2022.1.0a15, 2022.2.0a6
Not reproducible with: 2022.1.0a14
Notes: services tab was added to Package Manager in 2022.1.0a15 and bug was there ever since, thus it is not necessarily a regression
