ComputePenetration() return incorrect value when transform scaled and center of collider is moved
Steps to reproduce:
1. Download and open the attached project
2. Move the 2 objects in the scene
3. Observe penetration direction value and bool flag
Expected result: true when penetration is happening, false when not
Actual result: the off-center collider is not always registered as being penetrated
Reproduced on 5.5.4p2, 5.6.3p4, 2017.1.1p3, 2017.2.0f1, 2017.3.0b1
