"Compiling shader variants" takes too much time when building the project
How to reproduce:
1. Open the user's attached project
2. Build the project
3. Observe the amount of time it takes to build the project
Expected result: The project builds in under 1 hour
Actual result: The project builds for 3-5 hours
Reproducible with: 2021.2.14f1, 2021.2.19f1
Couldn't test with: 2021.2.13f1 (URP package errors)
Reproducible on: Windows 10
Notes:
1. Couldn't test on other versions as the project sometimes takes hours to build
2. 14f1 and 19f1 both took around 4 hours to build, whereas it takes 4 minutes to build without the URP package dependency
