ColorField has no outer border when showEyeDropper is set to false
To reproduce:
1. Open attached project ("case_1244882.zip")
2. From the menu bar select BUG > Test
3. Observe color fields in an opened window
Expected result: All color fields have a border around them
Actual result: Only the first color field has a border around it
Reproducible in: 2019.3.0a3, 2019.3.14f1, 2020.1.0b9, 2020.2.0a12
Not reproducible in: 2019.3.0a2
Could not test in: 2018.4.23f1 (UI Elements not introduced)
Note: It's easier to notice the issue when using a Personal Editor Theme
