[Collision] Low and Medium Collision Quality does not work
Steps to reproduce.
1. Open attached project's scene "ParticleBug".
2. Enter play mode.
3. Left system's Collision quality is medium, right one's high.
4. Left system's particles does not collide.
Fix verfied on 5.3.0f2 (ceb02979c32c)
