Collider2D.IsTouchingLayers() not working if the collider is used by an effector
To reproduce:
1. Open the project, attached by the tester (touchingLayersBug.zip)
2. Open the "scene" scene
3. Enter Play mode
4. Press Space (this calls collider.IsTouchingLayers ())
5. Observe the console
6. Select "GameObjectInCustomLayer" game object
7. Disable the Platform Effector 2D and turn off Used By Effector flag in the Polygon Collider 2D
8. Repeat 4 - 5
Expected: IsTouchingLayers method works properly when touching a game object that has Platform Effector 2D attached to it
Reproduced in 5.5.5p1, 5.6.4p1, 2017.1.1f1, 2017.1.2p2, 2017.2.0f3, 2017.3.0b6, 2018.1.0a1
