Collider's position is not updating to match GameObject's position when it is attached with Joints
How to reproduce:
1. Open the "Main" Scene in the attached "unity-physics-bug.zip" Project
2. Enter Play Mode
3. Try to destroy all the black circles by pressing space when aiming at them
Expected Behavior: The Colliders on the circles are moving together with the circle itself
Actual Behavior: As the circles move - the colliders stay Static
Reproducible with: 2018.3.10f1, 2018.3.13f1, 2019.1.0a7, 2019.1.0f1, 2019.2.0a7, 2019.2.0a11
Not reproducible with: 2018.3.9f1, 2019.1.0a6, 2019.2.0a6
Note: Could not check on 2017.4 stream as the project Assets break
