Collaborate does not download folders unless there is at least 1 file in them
Steps to reproduce:
1. Download attached project("1133522-test collab.zip")
2. Upload to Collaborate
3. Pull the project to where it is not present
4. Observe project files
Expected result: all folders that were pushed are also downloaded
Actual result: only folders that have something in them are downloaded
Reproduced on 2018.3.0a6, 2018.3.8f1, 2019.1.0b6, 2019.2.0a7
Not reproduced on 2017.4.22f1, 2018.3.0a1, 2018.3.0a5
