[UnityYAMLMerge] Layer position is overridden and increased by one when two clients add layers at the same time and publish
Steps to reproduce:
1. open new collab project on two different computers
2. add layer A on one editor and layer B on the other editor (make sure they are added to the same layer mask number)
3. publish changes from one editor
Actual: after updating the layer gets overridden and newly created layer gets increased by one
Expected: add an error message stating the merge of layers
Reproduced: 5.5.0b7, 5.4.1p2
