[Collab] Asset with non-latin name is shown as removed/added after every update if it was replaced with an identical one earlier
To reproduce:
1. Open repro project, push to Collab
2. Pull project on 2nd machine
3. Replace assets with identical one on 1st machine, push changes
4. Pull project on 2nd machine, push changes (some changes will be detected)
5. Repeat 2-4 steps multiple times (repro video attached)
Expected vs actual: assets with non-latin name should not be showed as added/removed after every update
Reproduced: 5.6.4p4, 2017.1.2p4, 2017.2.0p4, 2017.3.0f2, 2018.1.0a7
