Collab and Services windows do not respect playmode tint
Steps to reproduce:
1. Create new project.
2. Press play.
3. Make sure Collab Tollbar Window, Collab History or Services windows are open (any of those)
4. In Unity > Preferences > Color > Playmode Tint change to any obvious color.
Expected result: Whole editor (all windows and tabs) turns that color.
Actual result: All windows turn that color, except Collab and Services
Reproduced on: 5.4.0b18, 2017.2.0b9 (95ec3a4d5d9d)
