Clustering view throws "m_PresentShortFall >= 0" error while navigating scene

To reproduce:
1. Create new scene
2. Open Clustering/Lit Clustering view
3. Navigate around in scene view
4. Flood of m_PresentShortFall >= 0 errors is thrown

Introduced after fixing crash which happened earlier when opening clustering view

    I also encounter this problem in 90% of my old and new projects.

    This for some reason also breaks directional specular mode creating over bright light areas. It seems as if the lightmap is stuck in linear mode. I do not know how these two issues tie in together. Only that they always occur together.

    I have the same issue in my scene. It occurs with both the Clustering views. Version 5.3.0f4
