Cloth simulation doesn't work when used in a non-development Build
How to reproduce:
1. Open the attached project "ClothSimBugReleaseBuilds.zip"
2. Build And Run the project
Expected results: The cloth is simulated in the Player
Actual results: The cloth is not simulated in the Player
Reproducible with: 2023.2.0a1
Not reproducible with: 2020.3.48f1, 2021.3.25f1, 2022.2.20f1, 2023.1.0b17, 2023.2.0a2, 2023.2.0a16
Reproducible on: Windows 10
