Cloth moves more intensely when FPS is low
How to reproduce:
1. Open the user's attached project "Cloth (Unity 2022.1.0b11).zip"
2. Press Play or Build And Run
3. Observe how the Cloth behaves
4. Press the "FPS Cap" button and observe the Cloth again
Expected result: The Cloth physics are not impacted by the framerate
Actual result: The Cloth bends more intensely
Reproducible with: 2019.4.39f1, 2020.3.34f1, 2021.3.1f1, 2022.1.9f1, 2022.2.0b2, 2023.1.0a4
Notes:
- The Cloth behavior is most noticeable when FPS is near 30 or lower
- Issue present when FPS is capped or low, or VSync is on
- In 2022.2.0b2 and 2023.1.0b4 Players Cloth does not have physics
