Cloth Constraints Paintbrush does select Cloth's vertices when used on a custom mesh
How to reproduce:
1. Open the attached project named "Case_1283048"
2. Open the Sample Scene
3. Select the plast/Plast object in the Hierarchy
4. Click the "Edit cloth constraints"
5. Try using the Paintbrush tool on the cape
Expected result: The paintbrush tool select the cloth's vertices in its radius
Actual result: The paintbrush does not select the cloth's vertices
Reproducible with: 2019.3.0a2, 2019.4.12f1, 2020.1.9f1, 2020.2.0b7, 2021.1.0a1
Not reproducible with: 2018.4.28f1, 2019.3.0a1
Notes:
1. Adding the Cloth component also resets the Skinned Mesh Renderer's bounds making them too small to encase the whole object
