Cloth Constraints are not updated within Bounds when changing Root Bone of Skinned Mesh Renderer
How to reproduce:
1. Open attached "ClothSimBlender" project
2. In Hierarchy select Mesh_Cape object and add Cloth Component
3. In Inspector Assign "rig" as Root Bone of Skinned Mesh Renderer
4. Under Cloth Component open Cloth Constraints
Expected result: Cloth Constraints are shown on SMR and are updated with change of Root Bone
Actual result: Cloth Constraints are shown within the old position of Bounds
Reproducible with: 2017.4.16f1, 2018.2.18f1, 2018.3.0b12, 2019.1.0a10
