Cloth constraints with Max Distance and Surface Penetration set to 0 move around
Steps to reproduce:
1. Download and open the user's project "ClothTest.zip"
2. Open Assets/New Scene.unity
3. Click Play
4. Notice the Cloth component on"irOly_Male_clothHair" (Oly_Male > HairMain > Oly_HairMain_13)
Expected result: Cloth constraints with Max Distance and Surface Penetration set to 0 doesn't move
Actual result: Cloth constraints with Max Distance and Surface Penetration set to 0 move around
Reproducible with: 2019.4.27f1, 2020.3.11f1, 2021.1.9f1, 2021.2.0a18
Could not test with: 2018.4.35f1 (Project breaks on downgrade)
