Clicking the orientation Gizmo in the Scene view stopped working
Reproduction steps:
1. Create an empty Project
2. Select the Hand tool (Q)
3. Click on the Orientation Gizmo in the Scene view to change the camera Orientation
Expected result: The Gizmo receives input and switches Orientation
Actual result: The Gizmo animates receiving input but does not change Orientation
Reproducible with: 2020.2.0a19, 2020.3.0f1, 2021.1.0b11, 2021.2.0a9
Not reproducible with: 2018.4.33f1, 2019.4.22f1, 2020.2.0a18
Workaround: Use the Move tool (W) (or any other) to interact with the Orientation Gizmo
