Clicking on the UI Scrollbar does not move the handle to the click position
To reproduce:
1. Open the project, attached by the user (BugReport.zip)
2. Open the "scene" scene
3. Enter Play mode
4. Click in the middle of scrollbar
5. Observe its behavior
6. Change Direction to Bottom To Top
7. Repeat 4 - 5
Expected: clicking in the middle of the scroll bar set moves the handle to that position.
