Clicking on Shortcuts map icons or pressing them on the Keyboard doesn't ping the associated shortcut in the Command list
How to reproduce:
1. Create a new project
2. Press Edit → Shortcuts…
3. Try clicking marked buttons on the Shortcuts map or pressing them on the Keyboard
Expected result: associated shortcut gets pinged in the Command list
Actual result: associated shortcut doesn’t get pinged in the Command list
Reproducible with: 2020.3.39f1, 2021.3.11f1, 2022.1.18f1, 2022.2.0b9, 2023.1.0a12
Reproducible on: Windows 10 Pro
