Changing VideoPlayer.frame is delayed when using Windows 7
How to reproduce:
1. Open the attached project "VideoPlayerFrameTest.zip"
2. Open SampleScene
3. Click Play
4. Observe the clock on the screen
Expected result: The clock immediately resets after running for 10 seconds
Actual result: The clock stops at 10 seconds and resets after a couple of seconds
Reproducible with: 2019.3.0a11, 2019.4.27f1
Not reproducible with: 2018.4.35f1, 2019.3.0a7, 2019.4.28f1, 2020.3.12f1, 2021.1.11f1, 2021.2.0a20
Could not test with: 2019.3.0a8, 2019.3.0a10 (crashes when launching on Windows 7)
Notes:
1. The video also resets when moving or clicking the mouse
