Changing Toggle.active in inspector does not call OnValueChanged
Repro:
1. Open project from 'toggleRepro.zip' run, click the red checkbox, observe that 'testScript.cs' outputs a value in Console.
2. Change Toggle's 'active' property in inspector, notice that 'OnValueChanged' is not called.
Since, for example, Slider's 'OnValueChanged' is called when the value is modified in inspector (even while in edit mode) this probably should work the same way on Toggle too.
