Changes to top prefab can cause "scheduled for reimport during the Refresh loop" errors to happen
How to reproduce:
1. Open the user attached project
2. Set up a git repository for the project
3. Create two commits changing the scale of SomeOtherPrefab.prefab and Prefabulous.prefab
4. Switch between the two commits so the assets get reimported
Expected result: the assets reimport without Console errors
Actual result: Console errors after reimporting the assets
Reproducible with: 2020.3.23f1, 2020.3.34f1
Not reproducible with: 2019.4.40f1 2020.3.22f1, 2020.3.35f1, 2020.3.36f1, 2021.3.5f1, 2022.1.7f1, 2022.2.0a18, 2023.1.0a2
