Change IPv6 to IPv4 causes DNS issue
repro:
1) set the environment IPv6
2) download a content via HttpWebRequest
3) change the environment IPv4
4) download a content with the same URL via HttpWebRequest
5) fail to resolve the url.
seemingly, DNS cache remains.
ServicePointManager.DnsRefreshTimeout is not implemented.
assign HttpWebRequest.ServicePoint.MaxIdleTime zero can be workaround.
