Change AudioMixer "Send" effect -> "Send level" dB has no affect which results in "Duck Volume" effect not working
How to reproduce:
1. Open attached project "DuckVolumen2019.1.3f1.zip" and scene "SampleScene"
2. Open "Audio Mixer" window
3. Select "Mixers" -> "NOTWORKING_AudioMixer_2019.1.3f1"
4. Select "Groups" -> "Master" -> "SoundFX"
5. In Inspector window, make sure that "Send" -> "Receive" is set to "Music/Duck Volume"
6. In Inspector window, make sure that "Send" -> "Send Level" is set to "0.00 dB"
7. In "Audio Mixer" window, select "Groups" -> "Master" -> "Music"
8. Enter Play mode
9. In Inspector window, observe "Duck Volume" graph
Expected result: the left half of the graph turns yellow indicating that the sound is being sent
Actual result: the graph never turns yellow, "Send" effect not working
Reproducible with: 2019.1.0a13, 2019.2.0b4, 2019.3.0a4
Not reproducible with: 2017.4.27f1, 2018.4.1f1, 2019.1.0a1, 2019.1.0a12
