CGinc files are not imported properly
To reproduce:
1. In a new project, add a.cginc file to the Assets folder
2. Observe that the file is not imported as .cginc file
Expected: the .cginc files are imported
Reproduced in 2018.1.0a6, 2018.1.9f1, 2018.2.2f1, 2018.3.0a8
Did not reproduce in 2017.4.9f1, 2018.1.0a5
Regression introduced in 2018.1.0a6
