Canvas Scale flickers when interacting with windows on a different resolution screen with Low Resolution Aspect Ratios unchecked
How to reproduce:
1. Open user-submitted project (CanvasBugReport)
2. Open the SampleScene
3. Make sure 'Low Resolution Aspect Ratios' option for the Game View is unchecked
4. Enter Play Mode
5. Undock the Console window and drag it to the secondary(smaller) monitor
6. While having the Console window focused move the mouse cursor within the Console window and observe the Game View
Expected result: Canvas Scale in Game View does not change
Actual result: Canvas Scale in Game View flickers when the mouse cursor is being moved
Reproducible with: 2017.4.32f1, 2018.4.9f1, 2019.2.7f1, 2019.3.0a7
Not reproducible with: 2019.3.0a8, 2019.3.0b4, 2020.1.0a5
