Canvas is rendered with artifacts on second Camera when Application.targetFrameRate is set to a lower framerate
Steps to reproduce:
1. Open the attached “TestUIBug.zip” project
2. Open the “SampleScene”
3. Enter Play Mode
4. Observe the “Cube” sprites moving identically on both Camera views
5. In the top-left corner, click “Set fixed Application.targetFrameRate”
6. Observe the “Cube” sprites again
Expected result: “Cube” sprites are moving identically with a lower framerate
Actual result: The “Cube” sprite in the right Camera view leaves artifacts when moving
Reproducible in: 2021.3.46f1, 2022.3.53f1, 6000.0.30f1, 6000.1.0a7
