Canvas elements twitching when monitor screen scale is set to 125%
Steps to reproduce:
1. Set first monitor scale to 125%
2. Open attached project
3. Press play
4. Move any window from Unity to second pc monitor
-UI button will start blinking/twitching
Reproduced on: 2018.2.0a6, 2018.2.0a7, 2018.2.0b3, 2018.2.0b11, 2018.2.0f2, 2018.3.0a6
Couldn't reproduce on: 2017.4.1f1, 2018.1.0a1, 2018.1.8f1, 2018.2.0a2, 2018.2.0a5
