"Can't open app" window is shown when running the Build without a plugged-in headset
How to reproduce:
1. Open the attached project "Sample Project 2021.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Build And Run the project for UWP
Expected results: No "Can't open app" window is shown
Actual results: "Can't open app" window is shown
Reproducible with: 2021.3.27f1, 2022.3.3f1, 2023.1.1f1
Could not test with: 2023.2.0a21 (compilation errors in the Console window)
Reproducible on: Windows 10

Resolution Note:
The white screen has an error box that indicates you need to plug in a WMR headset. We have conferred with Microsoft, and this result is expected when a headset is not plugged in.
