Can't load the scene template when it is in the Packages directory
Reproduction steps:
1. Open the user's attached project
2. Click on File > New Scene
3. Double-click on "My Custom Scene"
Expected result: Scene is loaded
Actual result: Error is shown: It is not allowed to open a scene in a read-only package
Reproducible with: 2019.4.40f1, 2020.3.36f1, 2021.2.0b14
Not reproducible with: 2021.2.0b15, 2021.3.4f, 2022.1.4f1, 2022.2.0a17
Reproducible on: Windows 10 (21H2)
Notes:
- This works fine when the package has any cloneable dependency
- In the 2019.4 stream, the scene has to be opened directly from the Packages folder in the Project browser (Assets > Packages > My Package with Templates > Templates > SampleScene)
