Can't create a new Animation clip via Animation window when currently selected animation clip is read only
Steps to reproduce:
1. Open attached project "964986.zip"
2. Open "Sample" scene
3. Select "untitled" game object in the Hierarchy
4. Open Animation window
5. Click on Animation Clip selection button
Actual result: "Create New Clip..." option is missing
Reproducible with: 2017.1.2p2, 2017.2.0p1, 2017.3.0b8, 2018.1.0a3
Workaround:

We have the same problem and we've googled several hours and tried everything we can think of. When selecting the newly created clip, it doesn't connect to the GameObject and can't be modified.
Please fix asap.
