Cannot select Rotate Tool local axis gizmos when they are perpendicular to the Scene view and zoomed away
To reproduce:
1. Open attached project ("case_1183934.zip")
2. Select "Cube" Game Object from Hierarchy
3. Select Rotate Tool
4. Try to select local axis gizmos
Expected result: Local axis gizmos are selectable
Actual result: Local axis gizmos are not selectable
Reproducible in: 2020.1.0a2, 2020.1.0a4
Not reproducible in: 2017.4.32f1, 2018.4.9f1, 2019.2.6f1, 2019.3.0a11
Could not test in: 2019.3.0a12, 2019.3.0b4, 2020.1.0a1 (Different bug with Rotation gizmos is present)
