Cannot rearrange files or folders in the Project view
To reproduce:
1. In a new project, create a few folders
2. Try rearranging the folders
Expected: dragging file/folder between other folders/files, puts the file between those folders
Reproduced in 5.5.5p1, 5.6.5f1, 2017.1.3p1, 2017.2.1p3, 2017.3.1f1, 2018.1.0b5
