Cannot import assets by dragging from explorer into Assets folder in Project view when Unity is run as administrator
To reproduce:
1. Run Unity as administrator
2. Create new project
3. Drag the file, attached by tester, into Project view
Expected: it should be possible to import assets by dragging them into Project view when Unity is run as administrator
Actual: it is not possible to import assets by dragging them into Project view when Unity is run as administrator
Reproduced in 5.5.2p4, 5.5.3f1, 5.6.0f3, 5.6.0p1, 2017.1.0b1

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix. We understand that this will cause problems for some users, and fully intend for an existing, or forthcoming upgrade to provide the solution that you need.
