Cannot get screenshots from Vulkan when off-screen swapchain is in use
Note: This likely effects Stadia as well, and other platforms that use off-screen swapchain.
Oculus 1.4.3 and URP 7.3.1 (used in 2019.4) with Vulkan have black screenshots.
Update: Upon enabling our Vulkan tests in 2021.1 with URP 10, we are hitting the same issue.
UPDATE: This happens on every unity version 2019.4 - 2023.1

We started having issues when Oculus 1.4.0 came out which were fixed but this is one config that is still black even after those fixes.

Users should now be able to capture Vulkan screenshots again using integrated Unity screen capture tools as of 2023.1.0a5.
