Cmd-B shows save dialogue even when build and run is disabled by Editor extension
How to reproduce:
1. Create a new project using the default 3D template
2. In the Build Settings, set the Architecture to 'Apple Silicon' (File->Build settings)
3. Open the Build save prompt using the shortcut (CMD+B)
4. Enter a name and click save
Expected result: The build process is started
Actual result: Prompt closes and nothing else happens
Reproducible with: 2020.3.13f1, 2021.1.13f1, 2021.2.0b2, 2022.1.0a1
Couldn't test with: 2019.4.28f1 (cannot choose the Architecture), 2021.1.14f1 (save prompt doesn't open)
