Cannot add sprites to the scene view

Steps to reproduce :

- import the project attached
- try to drag and drop the sprite in the scene view and notice that it doesn't work

*Note:
Regression from 5.6b1.

  1. This is a duplicate of issue #863887

    Sprite cannot be dragged to the scene view if project is created in 3D
