[XR][Stereo360] Camera.stereoSeparation has no effect when used in a Standalone build
To reproduce:
1. Open the user's attached project ("project.zip") using the EnvIronman VM (more information in Edit).
2. Press Play and observe the Game view
3. Notice how the white lines are on the inside of the green objects
4. Select File > Build and run
Expected result: Built project view matches the Game view in the Editor
Actual result: Built project view doesn't match the Game view in the Editor
Reproducible in: 2019.2.11f1, 2019.3.0b9, 2020.1.0a11
Could not test in: 2017.4.34f1, 2018.4.12f1 (Due to errors in the project)

Latest issues
- Mouse input is registered incorrectly in Custom RP when downscaling Render Target and rendering Overlay UI before final upscale
- Time.deltaTime is locked to the display's refresh rate when the built Player is moved to a Secondary Display and Windowed Mode is used
- Crash on RaiseException when importing a specific asset
- Crash on RaiseException when opening a specific project
- DownloadHandlerScript.CompleteContent is called twice when building for WebGL
Resolution Note:
Support efforts are being reduced on the legacy VR pipeline and the built-in renderer, in lieu of XR SDK and SRP, so the generation of 360 stereo content will be much more under application control.
