Button set to interactable FALSE still calls OnPointerUp and OnPointerDown Events
Steps to reproduce:
1. Download 1149536_repro.zip and open "test" scene
2. Enter play mode
3. Click on the not interactable button
Expected results: OnPointerUp and OnPointerDown isn't called
Actual results: OnPointerUp and OnPointerDown is called
Reproduced with: 2019.3.0a2, 2019.2.0b1, 2019.1.2f1, 2018.4.0f1, 2017.4.26f1
