Button is not fully registering the MouseOver state if the child object has padding
How to reproduce:
1. Open project "Inconsistent PC UI in LTS.zip"
2. Enter Play Mode and hover the mouse on the Button on the right side
3. Observe the Button
Expected result: Button becomes yellow
Actual result: Button stays white
Reproducible with: 2021.2.17f1, 2021.2.19f1, 2021.3.4f1, 2022.1.5f1, 2022.2.0a16
Not reproducible with: 2019.4.39f1, 2020.3.36f1, 2021.2.16f1
Reproduced on: macOS 11.6 (Intel)
Notes:
-Not reproducible if Rect Transforms are 0
-If the Left Rect Transform is set then this issue is reproducible from the left side, same with other sides
-Reproducible in the Editor and in the Player
-Reproducible with TextMeshPro and Legacy Text, with Legacy Text it's not always reproducible
