BuiltinRenderTextureType.CameraTarget points to empty buffer in CameraEvent.AfterImageEffects for cameras with forward rendering
Steps to reproduce:
1. Download and open the attached project
2. Open Main scene
3. Uncheck "Use back Buffer" in Rendering Manager
4. Enter Playmode
Expected result: normal camera view is displayed
Actual result: empty buffer is displayed
Reproduced on 2017.2.0f3, 2017.2.1p1, 2017.3.0p1, 2018.1.0b1
