Built-in templates thumbnails are missing in 2021.3
Steps to reproduce:
1. Open Unity Hub
2. Try to create a new project with 2D, 3D or 2D URP templates
Expected result: Templates display valid thumbnails when selected in Hub
Actual result: Templates are missing thumbnails when selected in Hub
Reproducible with: 2021.3.0f1, 2021.3.1f1
Not reproducible with: 2021.2.19f1
