Building for a platform the first time modifies the "Always Included Shaders" list
Reproduction steps:
1. Create a New Project
2. Open "Project Settings" -> "Graphics"
3. Build a Standalone player
5. Notice that after building, the "Always Included Shaders" list has been modified
Expected Result: Building should not edit the Graphics Settings
Actual Result: Building to a platform for the first time modifies the "Always Included Shaders" list
Reproduced with: 2020.1.0a5, 2019.3.0b8, 2019.2.10f1, 2018.4, 2017.4
Did not reproduce on: 2020.1.0a9, 2020.1.0a6
