Building AssetBundle throws "Plugin 'openxr_loader.dll' is used from several locations" when OpenXR Plugin is installed
How to reproduce:
1. Open the user's attached "SceneBundling" project
2. Select Asset Bundles->Build
3. Observe the Console
Expected results: No errors appear
Actual results: The "Plugin 'openxr_loader.dll' is used from several locations:" errors appear
Reproducible with: 2020.2.7f1, 2020.3.14f1, 2021.2.0b4
Could not test with: 2019.4.29f1 and earlier because OpenXR Plugin is only available on 2020.2+ versions, 2022.1.0a1, 2022.1.02 because of the "'C:/Program' is not recognized as an internal or external command, operable program or batch file." error
