Building a Standalone Player with an Editor script outside of Editor folder succeeds
Reproduction steps:
1. Open "MinimalRepro" project
2. Notice that "Broken.cs" is outside of an Editor folder
3. Build Standalone Player
Expected Result: Error building Player because scripts had compiler errors, due to the Editor Script being outside of an Editor folder
Actual Result: Build succeeds
Reproduced with: 2019.1.0a13, 2018.3.2f1
Did not reproduce on: 2017.4.18f1, 2017.3.0a1
