Build Settings window doesn't open due to corrupted or broken layout
How to reproduce:
1. Open attached project (1216205_ExampleProject.zip)
2. Try to open the build setting menu (File > Build Settings...)
Expected result: The build settings window opens
Actual Result: Nothing happens
Reproducible with: 2017.4.36f1, 2018.4.17f1, 2019.2.0b1
Not reproducible with: 2019.2.1f1, 2019.2.20f1, 2019.3.0f6, 2020.1.0a22
Notes:
1. Changing the layout to "Default" fixes the issue, but saving, setting to "Default" and loading back the initial layout restores the issue

I can confirm this problem too. Thankfully the walk-around with the setting "default" layout worked for me too
