Build screen is not cleared when changing the aspect ratio on OpenGLCore graphics API
How to reproduce:
1. Open the user's attached project
2. Build and Run the project (File -> Build and Run)
3. In the running Build, press L to change the aspect ratio
Expected result: black bars fill the borders of the screen upon changing the aspect ratio
Actual result: the screen is not cleared upon changing the aspect ratio, previously rendered image is flickering at the borders instead of black bars
Reproducible with: 2019.4.31f1, 2020.3.20f1, 2021.1.24f1, 2021.2.0b14, 2022.1.0a11
Notes: issue reproduces with OpenGLCore Graphics API on Windows
