[HDRP] Build is broken when using Bicubic Lightmap Sampling

How to reproduce:
1. Create a new HDRP Sample project
2. Go to Edit -> Project Settings -> Graphics -> Lightmap Sampling Settings and turn it on
3. Build the project and observe the results

Expected results: The build is not broken
Actual results: All textures are pink in build

Reproducible with: 6000.1.0b14, 6000.2.0a8
Can't test with: 6000.0.46f1 (No bicubic Lighmap Sampling)

Reproducible on: macOS Sequoia 15.3 (M1)
Not reproducible on: No other environment tested

Note: Not reproducible in Player
