Build and Run hotkey & master menu not working

1. What happened
Workaround available: use build settings menu
Build and Run hotkey and high level menu doesn't work on Win 8.1
2. How we can reproduce it using the example you attached
To repro:
1) Go to File
2) Use the hotkey (Cntl-B). Nothing happens.
3) Go to Build Settings and select Build. Project will build.
4) Go to Build Settings and select Build and Run. Project will build and deploy.
